State Rental Assistance Program (SRAP)

Virginia Department of Behavioral Heath and Developmental Services (DBHDS) has established a subsidy program called the State Rental Assistance Program (SRAP). This program helps people with developmental disabilities afford to live in independent integrated community housing. DBHDS has identified several areas in the Commonwealth with a large proportion of individuals in the target population and limited housing resources. DBHDS is collaborating with the Public Housing Agencies in these areas to administer the program in these select locations within the state. Fairfax County Housing and Redevelopment Authority (FCRHA) has been chosen to operate this program in Fairfax County, the City of Fairfax, and the Towns of Clifton, Herndon and Vienna.

Program Eligibility:

  • Be 18 or older, or a legally emancipated minor
  • Have a developmental disability as defined in the code of Virginia.
  •  Be in one of the following categories:
    A) Transitioning out of training centers, skilled nursing facilities, intermediate care facilities, congregate residential settings and meet level of functioning criteria for a Developmental Services Waiver.
    B) Receiving Building Independence (BI), Family & Individual Support (FIS) or Community Living (CL) Waiver Services.
    C) Determined eligible for or currently on a waitlist for BI, FIS, or CL Waiver.
  •  Be an eligible family:
    A) The Individual’s SRAP household composition cannot include his/her parents, guardians or grandparents. An individual with DD is the head of his/her own household.
    B) If additional persons will reside with the individual, a stable family relationship must be demonstrated by providing evidence that the individual and these persons lived together previously or certifying that each person’s income and other resources will be able to meet the needs of the family. The individual may request a live-in aide as a reasonable accommodation on the basis of disability. The live-in aide is not a family member, but is a household member.
  • Be currently receiving no other source of local, state or federal rent assistance, subsidy or supplement, whether tenant-based or project-based rent assistance.
  • Must live or have stated a preference to live in the County or City of Fairfax or towns of Clifton, Herndon and Vienna.

How to Apply:

Individuals must be referred by assigned Support Coordinator. Support Coordinators must complete the most cur-rent copy of the DBHD Housing Assistance Referral Form and fax it to (804) 692.0077. The form is located at :
